Born in Singapore, Tanner and his wife migrated to Australia in 1981 and have settled in Illawong. He is largely self-taught although after arriving in Australia, Tanner undertook classes with the Paddington Art School and the Julian Ashton Art School.
He specialises mainly in watercolour.

He has won numerous awards. Many of his works decorate the walls of corporations and private collectors. He is an active participant in art exhibitions conducted by schools, art societies and charitable organisations, and also provides demonstrations and workshops with various art societies. He has been the feature artist for the Engadine Boy’s Town Art Show and Festival of Kurnell Art Show in 2003 and 2004 respectively.

His works can be viewed at Cronulla Art Gallery, Sutherland Art Gallery and The Saint Gallery, Sans Souci.
